Labour’s internal storm over Andy Burnham’s blocked by-election bid was decided not by the full National Executive Committee (NEC), but by a 10-member NEC officers’ subgroup on Sunday.
Chaired by Home Secretary Shabana Mahmood, this panel met to consider whether Mr Burnham, the Mayor of Greater Manchester and former cabinet minister, should be allowed to seek selection as Labour’s candidate for the Gorton and Denton by-election.
Mr Burnham needed NEC approval because Labour rules require directly elected mayors to secure permission before standing for Parliament.
When the votes were cast, the panel rejected Burnham’s bid by a decisive 8–1 margin. Most members voted against granting him permission to stand, with Prime Minister Sir Keir Starmer among those opposed, arguing the potential disruption and cost of a simultaneous mayoral by-election would distract from key national campaigns.
Mr Burnham shared his disappointment on social media: “I am disappointed by today’s NEC decision and concerned about its potential impact on the important elections ahead of us.
“To whoever is Labour’s candidate and to our members in Manchester and Tameside: you will have my full support and I will be there whenever you need me.”
But who was on the NEC members subgroup and how did they vote?
Shabana Mahmood MP (Chair of Labour’s NEC)
As chair of Labour’s NEC, Ms Mahmood abstained from voting on Mr Burnham’s bid. In her role, she traditionally does not take a position for or against, acting instead as a neutral facilitator for the subgroup.
Peter Wheeler (Vice‑Chair of NEC)
Peter Wheeler, the vice-chair of the NEC, voted against Mr Burnham’s bid.
Mr Wheeler has a long history in Labour politics and trade union activism, and he returned to the NEC in 2024 after previously serving on the committee. As a councillor in Cheshire West and Chester, he is involved in local issues and represents local Government voices on the NEC, helping shape party direction and decisions.
His vote was one of eight that opposed Mr Burnham, helping secure the panel’s overall rejection.

Sir Keir defended Labour’s decision to block Mr Burnham from standing in the Gorton and Denton by-election.
Mr Burnham, former minister and current Mayor of Greater Manchester, is seen as a potential future challenger to Sir Keir if he returns to Westminster. Sir Keir said the block would “avoid an unnecessary mayoral election.”
Some backbenchers have criticised the move as “petty factional manoeuvring.” Sir Keir insisted the decision was about resources, not politics. “Allowing Burnham to run would divert our focus from crucial elections in May,” he told reporters on Monday, citing the Senedd, Scottish parliament, and English local elections.
“Andy’s doing a great job as mayor, but holding an unnecessary election would pull money and people away from campaigns we must win,” he added. Sir Keir also noted his long-standing support for Mr Burnham, including their work together on the Northern Powerhouse Rail project.

Lucy Powell was the only member to support Burnham

Lucy Powell was the only NEC member on the subgroup to vote in favour of Mr Burnham.
As deputy leader of Labour, her support for Mr Burnham set her apart from her colleagues on the panel, marking a rare instance of internal dissent and demonstrating her willingness to advocate for an alternative perspective within party leadership structures.
Mike Payne (NEC Treasurer)
NEC treasurer Mike Payne voted against Mr Burnham, aligning with the majority decision.
Mr Payne’s role involves overseeing party finances, but his vote in this case also reflects his influence in internal governance matters.
Prior to becoming the Treasurer of the Labour Party in 2022, Mr Payne spent more than 30 years in the trade union movement, mainly with General, Municipal, Boilermaker (GMB), where he held roles including senior organiser and regional political officer.
Ellie Reeves (Frontbench representative)
Ellie Reeves is a Labour MP for Lewisham West/Penge

Ellie Reeves, serving as a frontbench representative on the NEC, voted against Mr Burnham.
She has been the MP for Lewisham West and East Dulwich (formerly Lewisham West & Penge) since first being elected in 2017.
Ms Reeves trained and worked as an employment rights lawyer before entering politics, representing trade union members.
She is the sister of Rachel Reeves, the Chancellor of the Exchequer, and wife of John Cryer, a Labour MP.
Keiran O’Neill (GMB representative)
Keiran O’Neill, representing the GMB union, voted against Mr Burnham.
He works as a National Political Officer for the GMB union and through that role helps coordinate political strategy and union engagement with the party.
Before focusing full-time on union politics, Mr O’Neill was active in Labour at the local level, he previously served as a Labour councillor in Glasgow’s Maryhill ward before stepping down to take up his GMB role.
Tom Williams (USDAW representative)
Tom Williams, representing the Union of Shop, Distributive and Allied Workers (USDAWs) union, voted against Mr Burnham.
In his union work, he has served as a USDAW political officer, involved in coordinating the union’s engagement with political campaigns and Labour Party activities on behalf of retail and distribution workers.
Abdi Duale (CLP representative)
Abdi Duale, a representative of Constituency Labour Parties (CLPs), voted against Mr Burnham.
He is a long-time Labour member from Vauxhall CLP, has previously worked as a Labour organiser, and has campaigned across the UK on community and party issues. Mr Duale has also been active in GMB trade union activities.
Gurinder Singh Josan (PLP representative)
Gurinder Singh Josan, representing the Parliamentary Labour Party (PLP) on the NEC, voted against Mr Burnham.
His vote was part of the broad PLP consensus.
Mr Josan is the MP for Smethwick and sits on the NEC to represent the views and interests of Labour MPs in internal party decision-making. PLP representatives are chosen by fellow MPs and play a key role in votes on candidate selections, party rules, and disciplinary matters.
